Mauritius: 'Illicit tax transactions hindering fight against poverty' - Minister
Port-Louis, Mauritius (PANA) – The Mauritian Education and Human Resources Minister, Mrs Leela Devi Dookun-Luchoomun, on Tuesday said that tax evasion practiced on a massive scale in practically all fields of human activity and tax evasion has a typical pernicious effect, indicating that such illicit transactions are a snag to the anti-poverty fight in the country.
Speaking at the closing ceremony of an Executive Master’s Programme in Taxation for French-speaking African Countries, Mrs Dookun-Luchoomun stated that the precondition towards sustainable economic development is to have a transparent, fair and efficient public financial management system.
“Indeed, we can ill afford the absence of transparency in financial dealings at a time when the global community has committed itself to the fulfillment of the Sustainable Development Goals," she pointed out.
On the topic of training, the Minister observed that staff training and education are a central part of Human Resource Development, and training should not be seen as a mere transfer of knowledge.
“Training and professional capacity building form the basis for behavioral changes so as to achieve high-quality standards. It is all a matter of building a new learning culture, one that attaches due importance to all individuals becoming lifelong learners," she added.
Detailing the course, a source at the Mauritius Revenue Authority said the Executive Master's in Taxation is a multidisciplinary degree programme designed to expose students to a body of knowledge which encompasses concepts and theories in the subject areas of Public Finance, Tax Legislation and Applied Tax Policy, and Tax Administration.
He indicated that this unique 15-month degree programme has a strong African and international focus and is designed for experienced tax officials, policy-makers and tax practitioners who wish to acquire expertise in taxation and obtain an internationally recognised graduate degree in the field.
The course is being run for both French-speaking and English-speaking African countries. For English-speaking African countries, the course is being offered in collaboration with the University of Berlin, Germany.
